In the meantime, don't install the Unofficial Morrowind Code Patch or Tamriel Rebuilt. Valve has been contacted, and you can expect to see a resolution in the next month or so. This does not work with the Steam versions encrypted. There is one known issue, and it's with the Unnoficial Morrowind Code Patch.

Now you're ready to go! You can mod away, and it will act just like the CD copy of Morrowind.
